Mini Course: The 411 on 504s

Definitely unclear about the parameters with 504 plans. I work at an elementary school and the parent requests are increasing every year. Our teachers already do so much universal accommodations so unless it’s a health-related concern, not sure why there is a need for a 504 plan for early elementary to address attention, etc when it’s all being done. The rubric we use is also very confusing with the criteria being very specific but not necessarily meeting all the concerns. What is a way to determine if a 504 is warranted?

I am currently working as a contracted SP, so I have witnessed several different ways 504 plans are supported. I have seen a full hands-off by the SP and also SP active within the entire process and VP’s as the lead in the process. I do believe SPs should be part of the process, to what extent however, is where I am unsure. I don’t feel 504 Plans are given out as “consolation prizes.” If the student has a need for more support but not to the extent of specialized services a 504 is appropriate, but there are instances where a student can access the GE curriculum without either. This is where I continue to struggle, as Sabrina stated as well, I struggle to fully understanding the eligibility and when it is appropriate. I had a student who was performing above grade level in all areas, but was struggling with EF difficulties within the classroom. He was able to be successful because he had an amazing teacher, so I recommended a 504 plan to support him in those proceeding years.
